"Secrets uncovered in the Library of Ebla (Lost Rites, 79) grant unprecedented control over Investigation struggles to those who would dare wield them. Whenever a player triggers the effects of a Tome, the owner of the Library of Ebla can trigger its response to target any one character and add or subtract an Investigation icon, then choose any one story and add or subtract one Investigation struggle. Whoever who controls the Library of Ebla controls the flow of information."
